CONSTITUTION AND BY-LAWS OF ELDERS CLUBS INTERNATIONAL FOUNDATION)

This “ELDERS CLUBS INTERNATIONAL FOUNDATION” is executed on this 6th day of January, 2018.

Article-1

NAME AND SEAT)

  1. NAME OF THE FOUNDATION: The Foundation shall bear the name “ELDERS CLUBS INTERNATIONAL FOUNDATION (ECIF)”
  2. CHARACTER OF THE FOUNDATION: The Foundation shall be a Public Charitable Trust (ECIF). The Foundation is a Non-Profitable, Non-Governmental, Voluntary, Non-Religious, Non-Political, but Charitable.
  3. NATURE OF THE FOUNDATION: The Foundation (ECIF) shall pursue, directly and exclusively, aims of a public charitable Trust.
  4. SEAT: Its seat shall be at Delhi, Hyderabad and anywhere of India and rest of the world as per the decision of its International Board of Trustees.

Article-II

AIMS AND OBJECTIVES)

THE PURPOSES OF THIS FOUNDATION SHALL BE:

  1. TO ORGANIZE charter and supervise service clubs to be known as Elders Clubs.
  2. TO COORDINATE the activities and standardize the administration of Elders Clubs.
  3. TO CREATE and foster a spirit of understanding among the elders of the world.
  4. TO PROMOTE the principles of good governance and good citizenship.
  5. TO TAKE ACTIVE INTEREST: in Civic, Cultural, Social and Moral Welfare and Development of the Community in the interest of the Elders community.
  6. TO UNITE THE CLUBS in the bonds of friendship, good fellowship and mutual understanding.
  7. TO PROVIDE A FORUM for open discussion of all matters of public interest; provided, however, that partisan politics and sectarian religion shall not be debated by club members.
  8. TO ENCOURAGE service-minded people to serve their elder community without personal financial reward, and to encourage efficiency and promote high ethical standards in the society.
  9. TO AWAKEN THE SOCIETY By intellectual elders and create awareness about Good governance, Social justice, Right to information, Environment protection, Pollution Control, Consumer protection, Basic needs, Protection of Rights of the Women, Children, Youth and Promote Moral behavior and Family relations and responsibilities, Organic Forming and Formers development, Social/ Public audit, Protection of Ethical, Moral and Human values.
  10. TO JUSTIFY Elders’ Welfare and Development programs through Advisory Committees, Standing Committees, Monitoring Committees and Intellectual Committees.
  11. IMPLIMENTING SCEEMS: i. Community based Old Age homes. ii. Respite Care Homes and Continuous Care and Homes for Older Person. iii. Running of Multi Service Centers for Older Persons. iv. Maintenance of Mobile Medicare Units. v. Running of Day Care Centers for Alzheimer’s Disease/Dementia Patients. vi. Physiotherapy clinics for older persons. vii. Disability and hearing aids for older persons. viii. Mental health care and Specialized care for the Older Persons. ix. Help-lines and Counseling Centers for older persons. X. Sensitizing programs for children in Schools and Colleges. Xl. Regional Resource and Training Centers. xii. Training of Caregivers to the older persons. Xiii. Awareness Generation Programmes for Older “Persons and Care Givers. xiv. Multi facility Care Centers for destitute older widow women. xv. Volunteers Bureaus for older persons. xvi. Formation of Vridha Sanghas/Senior Citizen/Elders Clubs Associations.
  12. THE SOLE AND DIRECT AIMS OF THE (FOUNDATION) TRUST: shall be the Development, Empowerment, Welfare and Protection of the Elders Rights (50+ aged persons). To address elders health, fitness, wealth, savings and investments, legal, family, physical, mental, social, economical, tours and travel needs, Employment, Entertainment, Companionship, Marriages, Housekeeping and estate maintenance needs, recreation, cultural, education, encouragement, Discounts, loans, debts, addressing the Social and Emotional problems, Property Protection, Elders Hospitals, Elders Pathological labs, Research on Elders problems, Blood Banks, Dialysis Centers, Sports, cremation services, skill development training, self employment, government support, Advocacy, counseling, accidents, geriatric problems, awards and rewards, property protection, bills and taxes payment, rehabilitation, elders day care centers, elders hostels, elders clubs, elders homes, elders stay homes, savings and investments, insurance, indoor games and outdoor games, club house construction, in one word from aged 50+ to the end of their life. This organization will extend support/ assistance/guidance in every pain and pleasure. Also fund collection will take place with the aim of the prominent club construction and owning land, buildings and equipment for programs and projects of Elders Clubs International Foundation and its members for Protection of Rights of Elders and their Welfare and Empowerment.
  13. PUBLICATION: The Foundation shall publish an annual report and monthly magazine “Elders World”

Article-III

EMBLEM, COLORS, SLOGAN, MOTTO AND THE MISSION)

  1. EMBLEM: The emblem of this Foundation and each chartered club shall be of a design as follows:
  2. USE OF NAME AND EMBLEM: Use of the name, goodwill, emblem and other logos of the Foundation shall be according to the guidelines established from time to time by management under the Constitution and By-laws.
  3. COLORS: The colors of this foundation and of each chartered club shall be gold and blue.
  4. SLOGAN: Its Slogan shall be: Respect Elders, Elders Liberty, Save Elders and Our Nation’s Safety.
  5. MOTTO: Its motto shall be: We serve elders
  6. OUR MISSION: To empower Elders to live with purpose, independence and dignity.

Article-IV

FISCAL YEAR)

  1. The fiscal year of the Foundation shall be from April 1st to March 31st

Article-V

FOUNDATION CAPITAL)

  1. FOUNDATION CAPITAL: Shall comprise funds provided to it by the Members, Individuals, Charity Organizations, CSR(Corporate Social Responsibility) Funds from Corporate, Senior Citizen Welfare Organizations/ Associations/Societies, Old Age Homes, Pensioners Associations, Retired persons Associations, Ex-Serviceman Associations, Institutions, Governments, Funders any other Persons and Organizations and other Donors having interest in Elders Welfare and Development.
  2. FOUNDATION INDEPENDENCE: The Foundation may accept funds from other parties, in so far as the said acceptance does not jeopardize the independence of its work.
  3. UTILIZATION: Foundation Capital and all other means and funds shall be utilized solely for furtherance of the aims and purposes of the Foundation.
  4. RAISING THE FUNDS: ( a). The Foundation shall raise the funds by donations, selling its emblems, buttons, magazines, books, charity shows and carnival tickets, discount cards any other legal methods. (b).HUNDI DONATIONS/COLLECTIONS: Collections through Hundis (Sealed/Locked Donation/Charity Boxes with Foundation label) keeping/carrying at Hotels/ Restaurants/Donors/Business places/ Traffic Signals Area/ Meetings/ public gatherings and private & Government Offices /Institutions/ Industries. Collected Cash/Cheques shall deposit in “ELDERS CLUBS INTERNATIONAL FOUNDATION” Bank Account/s only.

Article-VI

ORGANS)

THE ORGANS OF THE FOUNDATION SHALL BE:

  1. INTERNATIONAL BOARD OF TRUSTEES: ECIF (ELDERS CLUBS INTERNATIONAL FOUNDATION) MANAGEMENT/TRUST BOARD (INTERNATIONAL BOARD OF TRUSTEES)
  2. INTERNATIONAL BOARD OF DIRECTORS
  3. NATIONAL/COUNTRY CHAPTERS
  4. STATE/REGIONAL/PROVINCE/AREA/DOMINION CENTERS
  5. DISTRICT GOVERNING COUNCIL/MULTIPLE DISTRICT GOVERNING COUNCILS
  6. ELDERS CLUBS
  7. ADVISORY COMMITTEES
  8. STANDING COMMITTEES
  9. MONITARING COMMITTEES
  10. INTELLECTUALS COMMITTEES

Article-VII

MANAGEMENT (INTERNATIONAL BOARD OF TRUSTEES) OR TRUST BOARD)

  1. MANAGEMENT: The Management shall manage the Foundation. International Board of Trustees/Trust Board shall Manage Fiancé, Funds, Planning, Expenditure, Payments, Budget Preparation, Accounts, Auditing and Controls. It shall represent the Foundation both in and out of Court. Management will take Advice, Assistance and Help from International Board of Directors and other Foundation Organs whenever necessary.
  2. POLICY MAKER: The International Board of Trustees/Trust Board shall be the policy maker for the Foundation. Also it shall directly take up execution works, projects and implement wherever felt necessary.
  3. OVERSEES: Trust Board shall oversee the activities of the International Board of Directors and may request it to furnish a report on any activities at any time.
  4. RIGHT TO ACCESS: The International Board of Trustees shall have the right to inform itself of matters concerning the Foundation, in particular, it shall have access at all times to its books and correspondence.
  5. RESPONSIBILITIES: The Board of Trustees shall be responsible for approving the work plan of each fiscal year, a draft of which shall be submitted to it in advance by the International Board of Directors in consultation with other Foundation Organs.
  6. DESIGNATIONS, COMPENSATION AND HONORORIUM: The following designations will be given to the First Board of Trustees on the Board of Trust or International Board of Trustees/Life Trustees.
    • HONORAY CHAIRMAN
    • CHAIRMAN
    • VICE CHAIRMAN
    • DEPUTY VICE CHAIRMAN
    • MANAGING TRUSTEE (CEO)
    • TRUSTEE (COO)
    • TRUSTEE
    • COMPENSATION: All those designated by the Trust Board shall serve without compensation or remuneration; however, they may be reimbursed for expenses reasonably incurred in discharge of the duties.
    • HONORORIUM: Trustees, who are working for full time, shall be paid honorarium. Honorarium shall be fixed on the basis of receivables, allocation of Trustees time and outcome. Trustees who are attending to the Trust Board meetings shall be reimbursed their Transport charges at rates fixed by board biannually based on existing market rates.
  7. NUMBER OF TRUSTEES: The number of trustees shall not be less than 7 and not more than 10 at any point of time excluding Nominated/ Co-opted Trustees/Ex-officio Members. The initial Board of Trustees shall consist of the seven persons who have agreed to be Trustees; they shall be Trustees for life.
  8. HONORARY CHAIRMAN: Being a learned and respectable person can serve as mentor, advisor and guide to the Trust Board.
  9. CHAIRMAN: The Chairman of the Board shall preside over all the Meetings of the Board.
  10. VICE CHAIRMAN: In the absence of Chairman, Vice Chairman will preside over the Meetings.
  11. DEPUTY VICE CHAIRMAN: In the absence of Chairman and Vice Chairman, Deputy Vice Chairman will preside over the Meetings.
  12. TRUSTEE/S: In the absent of COO and on the request of Managing Trustee, Trustee/s can help/assist to the Managing Trustee in the office and administrative matters.
  13. MANAGING TRUSTEE: The Managing Trustee/CEO shall implement the decisions of the Board. He shall be vested with the powers of day to day administration of the Trust.
  14. CHIEF OPARATING OFFICER (COO) :COO is the office in charge. He/She will follow the Managing Trustees instructions from time to time. In the absence of Managing Trustee, with the prior instructions of the Managing Trustee/Trust Board shall take/exercise delegated/designated powers.
  15. CO-OPTED TRUSTEES/NOMINATED TRUSTEES/EX-OFFICIO MEMBERS: The life Trustees may co-opt the other Co-opted Trustees/Nominated/Ex-Officio Members to the Trust Board. The Co-opted Trustees/ Nominated Trustees/Ex-Officio Members shall not be more than 10 at any point of time so that the total number of the Trustees not exceeds twenty. Total number of Trustees (Life Trustees and Co-Opted Trustees together) at any point of time shall not exceed twenty as already mentioned above. Such co-opted Trustees/Nominated Trustees/Ex-Officio Members shall hold office for a period of two years from the date of their co-option but shall be eligible to be co-opted for the subsequent terms on the expiry of their term. If the Majority of the life Trustees feel/ opine that any of the co-opted Trustees on the Trust Board is working detrimental/against to the interest of the Trust, such co-opted Trustee shall be removed/ terminated from the Board of Trustees by the Board of Trustees without showing any reason and without issuing a notice at any time. Any vacancy arising in the office of the co-opted Trustees during the period of their term either on account of their death, resignation, retirement and termination or otherwise shall be filled by the life Trustees only. Any vacancy arising in the life Trustees either on account of their death, resignation, retirement and or otherwise shall be filled by the Reaming Life Trustees only.

Article-VIII

INTERNATIONAL BOARD OF DIRECTORS.)

  1. INTERNATIONAL BOARD OF DIRECTORS: International Board of Directors is the execution and implementing Body at International level.
  2. GENERAL BODY: The General Body of International Board of Directors will consist of National (Country) Governing Body Members only.
  3. GOVERNING BODY/CABINET: International Governing Body/Cabinet consisting with 1.Honorary President (Immediate Past President). 2. President. 3. Vice President. 4. Second Vice President. 5. Cabinet Secretary, 6. Twenty Five Regional Directors (Chairpersons), Directors (all the Nation /Country Chapter Heads (Presidents). The above members of the International Board of Directors are called “Elders Clubs International Foundation International Board of Directors Governing Body”

RESPONSIBILITIES AND DUTIES OF GOVERNING BODY AND ITS MEMBERS

  1. HONORARY PRESIDENT (Immediate Past President): He/she, as a Past President shall serve as mentor to the President and Vice Presidents and serve as the advisor to the other Governing Body Members.
  2. PRESIDENT: The responsibilities for this position shall be as follows:
  1. Serve as chief executive officer of this office
  2. Preside all meetings of the Governing Body and General Body of the “International Board of Directors”.
  3. With the prior approval of Elders Club International Foundation International Board of Trustees” ensures the selection of qualified Elder leaders for the position of Chairpersons Advisory Committee, Standing Committees, Monitoring Committees, and Intellectual Committees.
  4. Ensure regular meetings to discuss and advance initiatives established by the Global Action Team (Regional Chairpersons).
  5. With prior approval of “International board of Trustees” In collaboration with the Foundation Organs and committee chairpersons, implement a plan for Membership growth, leadership development, community engagement, operational improvement and the fulfillment of humanitarian services as presented and approved by the Governing Body.
  6. Issue instructions to the Cabinet Secretary to call for regular meetings and special meetings of the Governing Body and General Body.
  7. Assist in appointing Advisory, Standing, Monitory and Intellectual Committees and with chairpersons to Effective Regular functioning and reporting of such committees.
  8. With the prior approval of “International Board of Trustees”, see that regular elections are duly called, noticed and held.
  9. Ensure the Clubs and other Foundation organs are operating in accordance with local laws.
  10. Encourage diplomacy and solve disputes in a fair and transparent fashion utilizing the Dispute Resolution Procedure/time to instructions by the “International Board of Trustees” if needed.
  11. Serve as a mentor to vice presidents to ensure the continuance of effective leadership.
  12. Follow time to time instructions of International Board of Trustees and issue instructions to lower level bodies accordingly.

VICE PRESIDENT: The responsibilities for this position shall be as follows:

  1. With the prior approval of the International Board of Trustees Conduct annual Club quality assessment and collaborate with the Club Governing Body members, General Body members of the International Board of Directors Global Action Team (Regional Chairpersons) and other International level committee chairpersons. As Vice President he/she shall assist the President to develop a plan for membership growth, community engagement and the fulfillment of humanitarian services to be presented and approved by the Governing Body.
  2. Ensure that new members are provided an effective member orientation.
  3. Identify potential leaders and encourage their development as future leaders.
  4. Encourage members to participate in training programs offered by the “ECIF” International/National/State/ District, Multiple district and Elders Clubs.
  5. Take key role in membership retention and ensure organizational excellence by measuring member satisfaction and utilizing feedback to improve operations.
  6. If the President is unable to perform the duties of his/her office for any reason, the Vice President next in rank shall occupy his/her position and perform his/her duties with the same authority as the President.

RANKING VICE PRESIDENT:

If the president and Vice president are unable to perform the duties of his/her office for any reason, the Vice President next in rank shall occupy his/her position and perform his/her duties with the same authority as the Vice President/President. Each Vice President shall, under the direction of the President, oversee the functioning of such committees Chairpersons as the President shall designate.

CABINET SECRETARY:

He/she shall be under the supervision and direction of the President and the Governing Body and shall act as the liaison officer between National/Country Chapter and organs of the Foundation. The responsibilities for this position shall be as follows:

  • Submit regular monthly and other reports to the International office and to the Foundation containing such information as may be called for by the Governing Body/Managing Trustee
  • Submit to the Governing Body such reports as it may require.
  • Have custody keep and maintain general records of the office, including records of Minutes of office and Governing Body Meetings; attendance; appointments; Elections; member information, addresses and telephone numbers of members.
  • Deliver, in a timely manner, at the conclusion of his/her term in office, the general records of the Club to his/her successor in office.

REGINAL DIRECTORS (CHAIRPERSONS)

The Regional Directors (Chairpersons) will work for the development of “Elders Club International Foundation” in their respective regions. They shall work as Global Action Team. Regional Chairpersons shall be the in-charge to their concerned Regions. To develop more Clubs and more paid membership, more Elders service activities in existing and new clubs in their regions is their primary duty also; they shall improve funds and resources. They can take help and support of Governing body members and General body members along with Foundation organs and committees to achieve their goals.

OTHER EXECUTIVE MEMBERS/DIRECTORS (NATION/ COUNTRY HEADS/PRESIDENTS)

Other Executive Members (Nation/Country Chapters Heads/Presidents) shall be the in-charge of their concerned Nation/ Country. To develop more Clubs and more Paid Membership, more elders service activities in existing clubs and new Clubs in his/her Nation/ Country, their primary duties. Also they shall improve funds and resources. They can take help and support of Governing Body, General body members and other organs of the Foundation to achieve their goals.

GOVERNING BODY MEETINGS:

International Board of Directors shall meet once in a year. Also meet at special meetings at the request of International Board of Trustees. Notice of the annual/special meeting with agenda, venue and date shall be communicated by the president of the International Board. Thirty days prior notice must be given to the members of International Board of Directors Governing Body member.

DELEGATE STATUS

Each Governing Body member of International Board of Directors shall be an Active Member of good standing of a chartered Elders Club. Each of such Governing Body Member, by virtue of his/her office shall be an accredited delegate to each international convention of this Foundation and to his/her National/Country Chapter, State/ Regional/ Province/ Area/ Dominion Centers, District and Multiple District Governing Council and Charted Clubs Conventions as an invited delegate.

VOTING PRIVILEGES:

Each member of the International Board of Directors Governing Body shall have one (1) Vote.

COMPENSATION

All those designated by the International Board of Directors and Governing Body members shall serve without compensation or remuneration; however, they may be reimbursed for certain expenses reasonably incurred in discharge of the certain duties (With prior approval of Governing Body), in accordance with the Rules/time to time instructions of Audit established by the International Board of Trustees.

GENERAL BODY MEETINGS

International Board of Directors General Body Annual convention will be held once in a year and Election convention will be held once in two years, any special meetings held on the request of International Board of Trustees. Special Meeting Notice with agenda, venue and date shall be communicated to International board of directors. Thirty days prior notice must be given to the members.

ANNUAL CONVENTION

1. Once in a year, International Board of Directors annual Convention can be held, once in two years election convention to be held. The date and venue will be decided by the International Board of Trustees. All the General Body Members of International Board of Directors and selected delegates from the International Board of Trustees, National/Country Chapters, State/ Regional/ Province/ Area/ Dominion Centers and District/ Multiple District Governing Councils and Elders Clubs are eligible to attend the Convention.,

Annual Expenditure Statement, Annual Report, Future Plans, concerned Elders Clubs Membership details, Status of each Foundation Organs and Committees, estimated Budget for Future Programs, Funds and Resource information must be placed with the prior approval of the Governing Body.

QUORUM

Except as otherwise provided in the Constitution and By-laws, a majority of the attended Voting Members shall constitute a quorum at any meeting thereof.

Article-IX

NATIONAL /COUNTRY CHAPTERS

NATIONAL /COUNTRY CHAPTER:

Each Nation /Country will have one “Elders Clubs International Foundation (ECIF) National / Country Chapter”. This Chapter will work from the National Capital.

GENERAL BODY

Elders Clubs International Foundation (ECIF) National/Country Chapter General Body will consist of the particular Nation/ Country belonging all State/ Regional/ Province/ Area/ Dominion Centers Governing Body Members.

GOVERNING BODY/CABINET

National/Country Chapter Governing Body/Cabinet will consist of 1. Honorary Chairman (Immediate past President). 2. National/Country Head (President).3. Vice President. 4. Second Vice President. 5. One Cabinet Secretary.6. One Cabinet Joint Secretary. 7. One Cabinet Organizing Secretary. 8. One Cabinet Treasurer 9. Five Regional Chair Persons (Nation/Country shall divide in to East, West, North, South and Central regions). Each Region shall elect/select one Regional Chairperson) 10. Other Executive Members (All the State/ Region/ Province/Area/Dominion Centers Heads/ presidents) is the executive members in the” ECIF National/Country Chapter Governing Body”

RESPONSIBILITIES AND DUTIES OF GOVERNING BODY AND ITS MEMBERS

HONORARY PRESIDENT (Immediate Past President)

He/she, as a Past President shall serve as mentor to the President and Vice Presidents and serve as the advisor to the other Governing Body Members.

PRESIDENT

The responsibilities for this position shall be as follows:

  • Serve as chief executive officer of this office

The responsibilities for this position shall be as follows:

As Vice President he/she shall assist the President to develop a plan for membership growth, community engagement and the fulfillment of humanitarian services to be presented and approved by the Governing Body.

  • Submit regular monthly and other reports to the international office and to the Foundation containing such information as may be called for by the Governing Body.

CABINET JOINT SECRETARY

Whenever Cabinet General Secretary is absent or unable to perform his/her duties, Cabinet Join Secretary will take over General Secretary’s responsibilities on the request of Cabinet General Secretary or Governing Body. Also Cabinet Joint Secretary will assist to Cabinet General Secretary in day to day responsibilities.

CABINET ORGANIZING SECRETARY

Whenever Cabinet Treasurer is absent or unable to perform his/her duties, Cabinet Organizing Secretary will take over Cabinet Treasurer responsibilities on the request of Cabinet Treasurer or Governing Body. Also Cabinet Organizing Secretary will assist to Cabinet Treasurer in day to day responsibilities.

CABINET TREASURER

The responsibilities for this position shall be as follows:

  • Receive all monies, from the members, donors or any other as per Trust Deed (constitution and by-laws) and issue receipt with the signature of the President and Cabinet Secretary along with his/her signature, and deposit the same on the same day or next working day in a Bank.
  • Arrange for issuance, in cooperation with the Cabinet Secretary, Monthly/Quarterly or Semi-Annual statements to each member for dues and other financial obligations owed to this chapter and report payments to the Governing Body and Managing Trustee.
  • Pay out monies in payment of chapter obligations only on authority given by the Governing Body
  • Have custody and keep and maintain general records of Chapter receipts and disbursements.
  • Deliver, in a timely manner, at the conclusion of his/her term in office, the financial accounts, funds and records of the club to his/her successor in office.

REGINAL DIRECTORS (CHAIRPERSONS)

The Regional Directors (Chairpersons) will work for the development of “Elders Club International Foundation” in their respective regions. Regional Chairpersons shall be the in-charge to their concerned Regions. To develop more Clubs and more paid membership, more elder’s service activities in existing and new clubs in their regions is their primary duty, they shall improve funds and resources. They can take help and support of Governing body members and General body members along with Foundation organs and committees to achieve their goals.

OTHER EXECUTIVE MEMBERS:

State/Region/Province/Area/Dominion Center Heads (Executive Members of the Nation/Country Chapters) shall be the in-charge of their concerned State/ Region/ Province/ Area/Dominion. To develop more Clubs and more Paid Membership, more elders service activities in existing Elders Clubs and new Clubs in his/her State/ Region/ Province/Area/Dominion is their primary duties. Also they shall improve funds and resources. They can take help and support of Governing body, General body members and other organs of the Foundation to achieve their goals.

GOVERNING BODY MEETINGS:

National/Country Chapter Governing Body shall meet last Sunday of every month. Also meet at special meetings at the request of International Board of Directors and with the prior permission of “International Board of Trustees”. For the Special Meetings notice shall send with agenda, date and venue to the National/Country Chapter. Thirty days prior notice must be given to the members.

DELEGATE STATUS

Each Governing Body member of National/ Country Chapter shall be an Active Member of good standing of a chartered Elders Club. Each of such Governing Body Member, by virtue of his/her office shall be an accredited delegate to each Nation/Country Conventions of the Foundation. Invited delegate by the invitation in the International Conventions and in his/her State/ Regional/ Province/ Area/ Dominion Centers, District and Multiple District Governing Councils and Charted Clubs Conventions and functions.

VOTING PRIVILEGES

Each member of the International Board of Directors Governing Body shall have one (1) Vote.

COMPENSATION

All those designated by National/Country Chapter General Body and Governing Body members shall serve without compensation or remuneration; however, they may be reimbursed for expenses reasonably incurred in discharge of the duties, in accordance with the Rules/time to instructions of Audit established by the International Board of Trustees.

GENERAL BODY MEETINGS

Annual convention will be held once in a year and Election convention will be held once in two years, any special meetings held on the request of International Board of Directors will send notice of the special meeting with agenda, venue and date shall be communicated to National/Country Chapter. Thirty days prior notice must be given to the members.


NATIONAL/COUNTRY CHAPTER ANNUAL CONVENTION

Once in a year, National/Country annual Convention must be held, once in two years election convention to be held. The date and venue will be decided by the International Board of Trustees in consultation with International Board of Directors/National/Country Chapter. All the General Body Members of National/Country Chapter and selected delegates from the International Board of Trustees, International Board of Directors, State/ Regional/ Province/ Area/ Dominion Centers and District/ Multiple District Governing Councils and Elders Clubs are eligible to attend the Convention.,

Annual Expenditure Statement, Annual Report, Future Plans, concerned Elders Clubs Membership details, Status of each Foundation Organs and Committees, estimated Budget for Future Programs, Funds and Resource information must be placed with the prior approval of the Governing Body.

QUORUM

Except as otherwise provided in the Trust Constitution and By-laws, a majority of the attended voting members shall constitute a quorum at any meeting thereof.

Article-X

STATE/REGION/PROVINCE/AREA/ DOMINIUM CENTERS

STATE/REGION/PROVINCE/AREA/ DOMINIUM CENTER

Each State/ Region/ Province/ Area/ Dominion will have one “Elders Clubs International Foundation” (ECIF) State/ Region/ Province/ Area/ Dominion Center. This Center will work from the State/ Region/ Province/Area/Dominion Center Capital (Head quarter)

GENERAL BODY

Elders Clubs International Foundation (ECIF) State/ Region/ Province/ Area/ Dominion Center General Body will consist of all District Governing Councils and Multiple District Governing Councils of that particular State/ Region/ Province/ Area/ Dominion Center Governing Body Members.

GOVERNING BODY/CABINET

State/ Regional/ Province/ Area/ Dominion Center Governing Body/Cabinet consisting with 1. Honorary President (Immediate past President), 2. President. 3. Vice President. 4. Second Vice President. 5. One Cabinet Secretary.6. One Cabinet Joint Secretary.7.One Cabinet Organizing Secretary. 8. One Cabinet Treasurer 9. Five Regional Chair Persons (State/ Regional/ Province/ Area/ Dominion shall divide in to five parts (Regions) like East, West, South, North and central parts. Each Region shall have one Chairperson by election or selection) .10.Other Executive Members (All the District Governing Councils and Multiple Districts Governing Councils Heads/ Governors).

4. RESPONSIBILITIES AND DUTIES OF GOVERNING BODY AND ITS MEMBERS

HONORARY PRESIDENT (Immediate Past President)

He/she, as a Past President shall serve as mentor to the President and Vice Presidents and serve as the advisor to the other Governing Body Members.

PRESIDENT

The responsibilities for this position shall be as follows:

  • Serve as chief executive officer of this office
  • Preside all meetings of the Governing Body and General Body of the “State/ Region/ Province/ Area/ Dominion Center”.
  • Ensure the selection of qualified Elder leaders for the position of Chairpersons Advisory Committee, Standing Committees, Monitoring Committees, Intellectual Committees and Standing Committees.
  • Ensure regular meetings to discuss and advance initiatives established by the Regional Chairpersons.
  • In collaboration with the Foundation Organs and committee chairpersons, implement a plan for Membership growth, leadership development, community engagement, operational improvement and the fulfillment of humanitarian services as presented and approved by the Governing Body.
  • Issue instructions to the Cabinet Secretary to call for regular meetings and special meetings of the Governing Body and General Body.
  • Assist in appointing Advisory, Standing, Monitory and Intellectual Committees and with chairpersons to Effective Regular functioning and reporting of such committees.
  • See that regular elections are duly called, noticed and held.
  • Ensure the Clubs and other Foundation organs are operating in accordance with local laws.
  • Encourage diplomacy and solve disputes in a fair and transparent fashion utilizing the Dispute Resolution Procedure
  • Serve as a mentor to vice presidents to ensure the continuance of effective leadership.
  • Follow the time to time instructions of International Board of Trustees. In consultation with the International Board of Directors and National/Country Chapter can issue instructions to State/ Regional/ Province/ Area/ Dominion Center committees and lower level bodies (District/Multiple District Governing Councils, Elders Clubs) accordingly.

VICE PRESIDENT

The responsibilities for this position shall be as follows:

  • Conduct annual club quality assessment and collaborate with the club Governing Body members, General Body members of State/ Region/ Province/ Area/ Dominion Center, Regional Chairpersons and other committee chairpersons. As Vice President he/she shall assist the President to develop a plan for membership growth, community engagement and the fulfillment of humanitarian services to be presented and approved by the Governing Body.
  • Ensure that new members are provided an effective member orientation.
  • Identify potential leaders and encourage their development as future leaders.
  • Encourage members to participate in training programs offered by the International/National/State/ District/ Multiple district and Elders Clubs.
  • Take key role in membership retention and ensure organizational excellence by measuring member satisfaction and utilizing feedback to improve operations.
  • If the President is unable to perform the duties of his/her office for any reason, the Vice President next in rank shall occupy his/her position and perform his/her duties with the same authority as the President.

RANKING VICE PRESIDENT(S)

If the president and Vice president are unable to perform the duties of his/her office for any reason, the Vice President next in rank shall occupy his/her position and perform his/her duties with the same authority as the President/Vice President. Each Vice President shall, under the direction of the President, oversee the functioning of such committees Chairpersons as the President shall designate.

CABINET SECRETARY

He/she shall be under the supervision and direction of the President and the Governing Body and shall act as the liaison officer between State/ Region/ Province/ Area/ Dominion Center and organs of the Foundation. The responsibilities for this position shall be as follows:

Notice of the meeting with agenda, venue and date shall be communicated to the State/ Region/ Province/ Area/ Dominion Center. Thirty days prior notice must be given to the members of National/ Country Governing Body member.

  • Geographic regions shall be divided into districts (single, and multiple) and administrative units as provided by the International Board of Director or its authorized representative/s.
  • GENERAL BODY OF THE DISTRICT GOVERNING COUNCIL OR MULTIPLE DISTRICT GOVERNING COUNCIL: Elders Clubs Governing Body Members of that particular Distinct or Multiple Districts Governing Councils shall be the General Body Members of the District or Multiple District Governing Council. They can participate in General Body meetings and election convention and vote.
  • GOVERNING BODY OF THE DISTRICT GOVERNING COUNCIL OR MULTIPLE DISTRICT GOVERNING COUNCIL: District Governing Council or Multiple District Governing Council Governing Body will have one Honorary Governor (Immediate past Governor), one District Governor, First vice (Deputy) Governor, Second Vice (Assistant) Governor, the Cabinet Secretary, One Joint Secretary, One Organizing Secretary, Cabinet Treasurer, Five Zonal Chair Persons (Each District or Multiple District shall be divided into five Zones East, West, North, South and Central Zones. Each Zone shall Elect/Select one Zonal Chairperson) and other Executive Members (Presidents of Elders Clubs of that particular District or Multiple District Governing Council)

  • Conduct annual club quality assessment and collaborate with the club Governing Body members, General Body members of District/Multiple District Governing Council Zonal Chairpersons and other committee chairpersons. As Vice President he/she shall assist the President to develop a plan for membership growth, community engagement and the fulfillment of humanitarian services to be presented and approved by the Governing Body.
  • Ensure that new members are provided an effective member orientation.
  • Identify potential leaders and encourage their development as future leaders.

They can take help and support of Governing body members and General body members along with Foundation organs and committees to achieve their goals.

OTHER EXECUTIVE MEMBERS

Other Executive Members of District/Multiple District Council (Elders clubs Presidents shall be the in-charge of their concerned Elders Clubs). To develop more Clubs and more Paid Membership, more elders service activities in existing clubs and new Clubs in his/her District/Multiple District is their primary duties. Also they shall improve funds and resources. They can take help and support of Governing Body members, General Body members and other organs of the Foundation to achieve their goals.

  • GOVERNING BODY MEETINGS: District/Multiple District Governing Council Governing Body shall meet Second Sunday of every month. Also meet at special meetings at the request of International Board of Trustees.

    Special Meeting notice by the International Board of Directors, National/Country Chapter and State/ Region/ Province/ Area/ Dominion Center.

    Notice of the meeting with agenda, venue and date shall be communicated to the District/Multiple District Governing Council. Thirty days prior notice must be given to the members.

ELDERS CLUB (BASIC)

  • ELDERS CLUB (BASIC) Minimum 20 paid members (From all paid Members categories) can start Elders Club (Basic) in the villages, Apartments, colonies, Gated Communities, offices, Organizations, Corporate, Institutions, Companies and Communities or any other suitable places. Maximum 100 (One Hundred) paid members can be permit in the Elders Club (Basic).

  • ELDERS CLUB (BASIC)
  • GENERAL BODY
  • General Body of the Elders Club (Basic) All the paid members with voting right and invited members without voting right will be the General Body of the Club.

  • The General Body members (selected) can attend by special invitation as a delegate in the “Elders Clubs International Foundation” and its International, National, State/Region/ Province/ Area/Dominion, District/Multiple District Governing Councils and other Elders Clubs Conventions, Seminars, Workshops, Cornwallis, Exhibitions, Meetings etc.

  • GOVERNING BODY One Honorary President(Immediate past President),One President, One Vice President, One Second Vice President, One General Secretary, One Joint Secretary, One Organizing Secretary, One Treasurer and one delegate (Governing Body/Executive Member) for each ten paid members (From all paid members categories). Maximum number of delegates (Other Executive members) will be ten, is the Governing Body of the Elders Club (Basic).

  • TERM OF THE GOVERNING BODY Governing Body may be either elected as per Constitution and By-laws or nominated by the International Board of Trustees. Elders Club (Basic) Governing Body shall be electing in the Biannual Election Convention as per the Foundation constitution and By-Law. They serve for a term of Two years. Nominated Body will serve one year.

  • DUTIES OF GOVERNING BODY MEMBERS

HONORARY PRESIDENT (Immediate Past President)

He/she, as a past president, shall serve as mentor to the president and vice presidents and serve as an advisor to the other governing Body Members.

PRESIDENT

The responsibilities for this position shall be as follows:

  • Serve as Chief Executive Officer for the Club.
  • Preside all meetings of Governing Body and General Body of the “ECIF ELDERS CLUB (Basic)”.
  • Ensure the selection of qualified Elder leaders for the position Advisory Committee, Standing Committees, Monitoring Committees, Intellectual Committees and Chairpersons and members.
  • Ensure regular meetings to discuss and advance initiatives established by the District/Multiple District Zonal Chairpersons.
  • In collaboration with the Foundation Organs and committee chairpersons, implement a plan for Membership growth, leadership development, and community engagement, elder’s service activities operational improvement and the fulfillment of humanitarian services and elders services as presented and approved by the Governing Body.
  • Issue instructions to the General Secretary to call for regular meetings and special meetings of the Governing Body and General Body.
  • Assist in appointing Advisory, Standing, Monitory and Intellectual Committees and with chairpersons to affect regular functioning and reporting of such committees.
  • See that regular elections are duly called, noticed and held.
  • Ensure the Club and other vicinity Elders Clubs and other Foundation organs in his/her purview are operating in accordance with local laws.
  • Encourage diplomacy and solve disputes in a fair and transparent fashion utilizing the Dispute Resolution Procedure/time to time instructions by the International Board of Trustees if needed.
  • Serve as a mentor to vice president to ensure continuance of effective leadership.
  • Follow time to time instructions of the International Board of Directors, and National, State and District/Multiple Districts Governing Council and issuing instructions to the Club to supervise its committees and at lower level bodies, accordingly.

VICE PRESIDENT

  • The responsibilities for this position shall be as follows:
  • Conduct an Annual Club quality assessment and collaborate with the Governing Body members, General Body members of the Elders Club (Basic) and other committee chairpersons.
  • As vice president shall assist the President to develop a plan for (Elders Clubs purview) membership growth, community engagement, and the fulfillment of elders and humanitarian services to be presented and approved by the Governing Body.
  • Encourage Club committees and members to participate in training programs offered by International, National/State/ District, Multiple District and Elders Clubs.
  • Take key role in membership retention in Elders Club and ensure organizational excellence by measuring member satisfaction and utilizing feedback to improve operations.
  • If the president is unable to perform the duties of his/her office for any reason, the vice President shall occupy his/her position and perform his/her duties with the same authority as the President.

SECOND VICE PRESIDENT

If the president and Vice president are unable to perform the duties of his/her office for any reason, the vice president next in rank shall occupy his/her position and perform his/her duties with the same authority as the President/Vice President. Vice President shall, under the direction of the President, oversee the functioning of such committees Chairpersons as the president shall designate.

GENERAL SECRETARY

The responsibilities for this position shall be as follows:

  • He/she shall be under the supervision and direction of the president and the Governing Body and shall act as the liaison officer between the Foundation and its organs and Club.
  • Submit regular monthly and other reports to the international office and to the Foundation containing such information as may be called for by the Governing Body.
  • Submit to the Governing Body/Managing Trustee such reports as may be required.
  • Have custody and keep and maintain general records of this office, including records of Minutes of office and governing body meetings; attendance; appointments; elections; member information, addresses and telephone numbers of members and accounts.
  • Deliver, in a timely manner, at the conclusion of his/her term in office, the general records of the Club to his/her successor in office.

JOINT SECRETARY

Whenever General Secretary is absent or unable to perform his/her duties, Join Secretary will take over General Secretary’s responsibilities on the request of General Secretary or Governing Body. Also Joint Secretary will assist to General Secretary in day to day responsibilities.

ORGANIZING SECRETARY

Whenever Treasurer is absent or unable to perform his/her duties, Organizing Secretary will take over Treasurer responsibilities on the request of Treasurer or Governing Body. Also Organizing Secretary will assist to Treasurer in day to day responsibilities.

TREASURER

The responsibilities for this position shall be as follows:

  • Receive all monies, from the members, donors or any other as per Trust Deed (constitution and by-laws) and issue receipt with the signature of the President and General Secretary along with his/her signature, and deposit the same on the same day or next working day in a

  • Arrange for issuance, in cooperation with the General Secretary, Monthly, Quarterly or Semi-Annual statements to each member for dues and other financial obligations owed to this chapter and report payments to the Governing Body
    3. Pay out monies in payment of chapter obligations only on authority given by the Governing Body

  • Have custody and keep and maintain general records of Club receipts and disbursements.

  • Deliver, in a timely manner, at the conclusion of his/her term in office, the financial accounts, funds and records of the club to his/her successor in office.

OTHER GOVERNING BODY MEMBERS/EXECUTIVE MEMBERS

  • Other Governing Body members/Executive Members/Delegates of Club can be act as Chairpersons for the Club standing and monitoring committees.

  • GOVERNING BODY MEETINGS Elders Club (Basic) Governing Body shall meet whenever is necessary. Also shall meet every month First Sunday to discuss and review club activities and planning of future programs.

  • DELEGATE STATUS Each Governing Body member of this Elders Club (Basic) shall be an Active Member in good standing of a chartered Elders club.

  • VOTING PRIVILEGES Each Governing Body member of Elders Club (Basic) shall have one (1) Vote.

  • COMPENSATION All those designated by the Elders Club (Basic) General Body Members and Governing Body members shall serve without compensation or remuneration, however, they may be reimbursed for certain expenses reasonably related to and incurred in the discharge of the certain duties (with the prior approval of Governing Body) of their offices, by the Club Governing Body in accordance with the Rules.

ELDERS CLUB (BASIC) ANNUAL CONVENTION

  • Once in a year Elders Club (Basic) annual Convention and once in two years election convention can take place. The date and venue will be decided by International Board of Directors in consultation with District/Multiple District Council, Elders Club (Basic). One month prior to annual convention the agenda, date and venue notice shall reach to the Elders Club (Basic) and the same shall communicate their members by President and General Secretary immediately.

  • All the General Body members of the elders Club (Basic), selected delegates from the District/Multiple District Governing Councils and special invitees from International Board of Directors, National/ Country Chapters, State/ Province/ Region/ Area/ Dominion Center Governing Body Members shall be the participants in annual convention.

  • In every Annual Convention for the approval of the General Body,
    Annual Expenditure Statement, Annual Report, Future Plans, Elders Clubs Membership details, Status of each Foundation Organs and Committees, estimated Budget for Future Programs, Funds and Resource information must be placed after the approval of the Governing Body.

  • QUORUM Except as otherwise provided in the By-laws or constitution, a majority of the voted members shall constitute a quorum at any meeting thereof.
  • SUNDAY/ WEEKEND/FESTIVAL/HOLYDAY SPECIAL PROGRAMS: Every Sunday/ weekend/ Festival/ Holyday all the members of the clubs shall meet one place (At Government/Private Schools, Colleges, Communities, public place or any other suitable place). Members can Spent time for fitness, yoga, meditation, indoor games and outdoor games, arts performing, exchange of experiences, explaining the problems, seeking solutions, Health tips, spiritual speeches, Cultural, literary Drama, Songs, and Dances, talents etc with lunch and snakes with tea arrangements (Conditions Apply). . Governing Body shall take some donors help either in cash or kind. Also members can participate in ECIF programs like Tours & Travels, Job Melas, Matrimonial Interdictions, Computations, Elders Melas, 24/7 Call Center Services etc, can arrange.

Article-XIII

ELDERS CLUB (DAY CARE)

  • ELDERS CLUB (DAY CARE) Minimum 100 paid members (From all paid Members categories) can start Elders Club (Day Care) in the Towns, Colonies, Gated Communities, Offices, Organizations, Corporate, Institutions, companies, Municipalities, Urban areas and Communities, Villages or any other suitable place. Maximum 200 (Two Hundred) paid members can be permitted in the Elders Club (Day Care).

  • GENERAL BODY General Body of the Elders Club (Day Care): All the paid members with voting right and invited members without voting right will be the General Body of the Club.

  • GOVERNING BODY One Honorary President(Immediate past President),One President and One Vice President, Second Vice President, Third Vice President, Fourth Vice President, Fifth Vice President, One General Secretary, One Joint Secretary, One Organizing Secretary, One Treasurer and one delegate (Governing Body/Executive Member) for each ten paid members (From all paid members categories). Maximum number of delegates will be twenty, is the Governing Body of the Elders Club (Day Care).

DUTIES OF GOVERNING BODY MEMBERS:

In that premises shall arrange fitness, yoga, meditation, indoor games and outdoor games, arts performing facilities, exchange of experiences, explaining of the problems, seeking solutions, , Health tips, spiritual speeches, Cultural and literary Drama, Songs, and Dances, Talents, Doctors Consultations, Pathological Tests, Elders Needs, Generic Medicines, Physiotherapy, exercise, Digital library, Diet advises, etc, Also Day Care members can participate in ECIF programs like Tours & Travels, Job Melas, Matrimonial Interdictions, Computations, Elders Melas, 24/7 Call Center Services etc, can arrange. Members can attend daily and enjoy Club facilities with some terms and follow the service activities.
Article- XIV

ELDERS CLUB (REGULAR)

  • ELDERS CLUB (REGULAR) Minimum 200 paid members (From all paid Members categories) can start Elders Club (Regular) in the Towns, Colonies, Gated Communities, Offices, Organizations, Corporate, Institutions, companies, Municipalities, Urban areas and Communities or any other suitable place. Maximum 500 (Five Hundred) paid members can be permitted in the Elders Club (Regular).
  • GENERAL BODY General Body of the Elders Club (Regular): All the paid members with voting right and invited members without voting right will be the General Body of the Club.
  • GOVERNING BODY One Honorary President(Immediate past President),One President and One Vice President, Second Vice President, Third Vice President, Fourth Vice President, Fifth Vice President, One General Secretary, One Joint Secretary, One Organizing Secretary, One Treasurer and one delegate (Governing Body/Executive Member) for each ten paid members (From all paid members categories). Maximum number of delegates will be Hundred, is the Governing Body of the Elders Club (Regular).

  • All the General Body members of the elders Club (Regular), selected delegates from the District/Multiple District Governing Councils and special invitees from International Board of Trustees, International Board of Directors, National/ Country Chapters, State/ Province/ Region/ Area/ Dominion Center shall be the participants in annual convention.
  • In every Annual Convention for the approval of the General Body,
  • Annual Expenditure Statement, Annual Report, Future Plans, Elders Clubs Membership details, Status of each Foundation Organs and Committees, estimated Budget for Future Programs, Funds and Resource information must be placed after the approval of the Governing Body.

QUORUM

Except as otherwise provided in the By-laws and constitution, a majority of the Club voted members shall constitute a quorum at any meeting thereof.

ELDERS CLUB (REGULOR) PROGRAMS

Elders Club (Regular) shall take house/Building for long leased basis. In that premises shall arrange fitness, yoga, meditation, indoor games and outdoor games, arts performing facilities, exchange of experiences, explaining of the problems, seeking solutions, Health tips, spiritual speeches, Cultural and literary Drama, Songs, and Dances, Talents, Doctors Consultations, Pathological Tests, Elders Needs, Generic Medicines, Physiotherapy, exercise, Diet advices, Digital library, Pathological, Beautician, Massage services, Food Court, Permit room, Elders Hostel, Elders Guest House etc Also Day Care members can participate in ECIF programs like Tours & Travels, Job Melas, Matrimonial Interdictions, Computations, Elders Melas, 24/7 Call Center Services etc, can arrange. Members can attend daily and enjoy Club facilities with some terms and follow the service activities.

Article- XV
ELDERS CLUB (PROMINENT)

1.ELDERS CLUB (PROMINENT): Minimum 500 paid members (From all paid Members categories) can start Elders Club (Prominent) in the Cities, Colonies, Gated Communities, Offices, Corporate, Organizations, Institutions, Companies, Municipal Corporation, Metropolitans, Urban areas and communities or any other suitable place. No limitation on paid members. Any number of members above one thousand can be permitted in the Elders Club (Prominent).
2. GENERAL BODY: General Body of the Elders Club (Prominent): All the paid members with voting right and invited members without voting right will be the General Body of the Club,
3. GOVERNING BODY: One Honorary President (Immediate past President), One President, Vice President, Second Vice President, Third Vice President, Fourth Vice President, Fifth Vice President, Sixth Vice President, Seventh Vice President, Eighth Vice President, Ninth Vice President, Tenth Vice President, One General Secretary, Five Secretaries, One Joint Secretary, One Organizing Secretary, One Treasurer and for every ten paid members (From all paid members categories) one Delegate (Governing Body Member/Other Executive Members). Maximum number of delegates will be fifty is the Governing Body of the Elders Club (Prominent).
7. DUTIES OF GOVERNING BODY MEMBERS:
a. HONORARY PRESIDENT (Immediate Past President): He/she, as a past president, shall serve as mentor to the president and vice presidents and serve as an advisor to the other governing Body Members.
b. PRESIDENT: The responsibilities for this position shall be as follows:
1. Serve as Chief Executive Officer for the Club.
2. Preside all meetings of Governing Body and General Body of the “ECIF ELDERS CLUB (Prominent)”.
3. Ensure the selection of qualified Elder leaders for the position Advisory Committee, Standing Committees, Monitoring Committees, Intellectual Committees and Standing Committees Chairpersons and members.
4. Ensure regular meetings to discuss and advance initiatives established by the District/Multiple District Zonal Chairpersons.
5. In collaboration with the Foundation Organs and committee chairpersons, implement a plan for Membership growth, leadership development, and community engagement, elder’s service activities operational improvement and the fulfillment of humanitarian services and Elders services as presented and approved by the Governing Body.
6. Issue instructions to the General Secretary to call for regular meetings and special meetings of the Governing Body and General Body.
7. Assist in appointing Advisory, Standing, Monitory and Intellectual Committees and with chairpersons to affect regular functioning and reporting of such committees.
8. See that regular elections are duly called, noticed and held (With the prior permission of International Board of Trustees)
9. Ensure the Club and other vicinity Elders Clubs and other Foundation organs in his/her purview are operating in accordance with local laws.
10. Encourage diplomacy and solve disputes in a fair and transparent fashion utilizing the Dispute Resolution Procedure/time time instructions by International Board of Trustees if needed.
11. Serve as a mentor to vice president to ensure continuance of effective leadership.
12. Follow time to time instructions of the International Board of Directors, National, State Centers and District/Multiple Districts Governing Councils and issuing instructions to the Elders Club (Prominent) to supervise Club Committees, ECIF activities in vicinity accordingly.
c. VICE PRESIDENT:
1. The responsibilities for this position shall be as follows:
2. Conduct an Annual Club quality assessment and collaborate with the Governing Body members, General Body members of the Elders Club (Prominent) and other committee chairpersons.
3. As vice president shall assist the President to develop a plan for (Elders Clubs purview) membership growth, community engagement, and the fulfillment of elders and humanitarian services to be presented and approved by the Governing Body.
4. Encourage lower committees’ members to participate in training programs offered by International, National/State/ District, Multiple District and Elders Clubs.
5. Take key role in membership retention in Elders Club and ensure organizational excellence by measuring member satisfaction and utilizing feedback to improve operations.
6. If the president is unable to perform the duties of his/her office for any reason, the vice President shall occupy his/her position and perform his/her duties with the same authority as the President.
d. RANKINIG VICE PRESIDENT: If the president and Vice president are unable to perform the duties of his/her office for any reason, the vice president next in rank shall occupy his/her position and perform his/her duties with the same authority as the President. Vice President shall, under the direction of the President/Vice President, oversee the functioning of such committees Chairpersons as the president shall designate.
e. GENERAL SECRETARY: The responsibilities for this position shall be as follows:
1. He/she shall be under the supervision and direction of the president and the Governing Body and shall act as the liaison officer between the Foundation and its organs and Club.
2. Submit regular monthly and other reports to the international office and to the Foundation containing such information as may be called for by the Governing Body.
3. Submit to the Governing Body such reports as may be required.
4. Have custody and keep and maintain general records of this office, including records of Minutes of office and governing body meetings; attendance; appointments; elections; member information, addresses and telephone numbers of members and accounts.
5. Deliver, in a timely manner, at the conclusion of his/her term in office, the general records of the Club to his/her successor in office.
f. JOINT SECRETARY: Whenever General Secretary is absent or unable to perform his/her duties, Join Secretary will take over General Secretary’s responsibilities on the request of General Secretary or Governing Body. Also Joint Secretary will assist to General Secretary in day to day responsibilities.
g. ORGANIZING SECRETARY: Whenever Treasurer is absent or unable to perform his/her duties, Organizing Secretary will take over Treasurer responsibilities on the request of Treasurer or Governing Body. Also Organizing Secretary will assist to Treasurer in day to day responsibilities
h. TREASURER: The responsibilities for this position shall be as follows:
1. Receive all monies, from the members, donors or any other as per Trust deed (constitution and by-laws) and issue receipt with the signature of the President and General Secretary along with his/her signature, and deposit the same on the same day or next working day in a
2. Arrange for issuance, in cooperation with the General Secretary, Monthly, Quarterly or Semi-Annual statements to each member for dues and other financial obligations owed to this chapter and report payments to the Governing Body and Managing Trustee.
3. Pay out monies in payment of chapter obligations only on authority given by the Governing Body
4. Have custody and keep and maintain general records of Club receipts and disbursements.
5. Deliver, in a timely manner, at the conclusion of his/her term in office, the financial accounts, funds and records of the club to his/her successor in office.
i. OTHER GOVERNING BODY MEMBERS/EXECUTIVE MEMBERS: Other Governing Body members/Executive Members/Delegates of can be act as Chairpersons for the Club standing and monitoring committees.
9. GOVERNING BODY MEETINGS: Elders Club (Prominent) Governing Body shall meet whenever is necessary. Also shall meet First Sunday of every Month to discuss and review club activities and planning of future programs.
11. DELEGATE STATUS: Each Elders Club (Prominent) Governing Body member shall be an Active Member in good standing of a chartered Elders club. Each such Governing Body member, by virtue of his/her office shall be an accredited delegate to each District and Multiple District Governing Council and Charted Clubs Conventions, Exhibitions, Corn Walls, Meetings, Seminars, Workshops etc as an invited delegate. By special invitation each Governing Body Member can attend International and National/ Country/State Conventions, Exhibitions, Corn Walls, Meetings, Seminars, Workshops etc.
12. VOTING PRIVILEGES: Each Governing Body member of Elders Club (Prominent) shall have one (1) Vote.
13. COMPENSATION: All those designated by the Elders Club (Prominent) General Body Members and Governing Body members shall serve without compensation or remuneration, however, they may be reimbursed for certain expenses reasonably related to and incurred in the discharge of the certain duties (with the prior approval of Club Governing Body) of their offices, by the Club Governing Body in accordance with the Rules.
16. ELDERS CLUB (PROMINENT) ANNUAL CONVENTION:
1.Once in a year Elders Club (Prominent) Annual Convention and once in two years election convention can take place. The agenda, date and venue will be decided by International Board of Directors, District/Multiple District Governing Council, Elders Club (Prominent). One month prior to annual convention the agenda, date and venue notice shall reach to the Elders Club (Prominent) and the same shall communicate their members by its President and General Secretary immediately.
2. All the General Body members of the elders Club (Prominent), selected delegates from the District/Multiple District Governing Councils and special invitees from International Board of Trustees, International Board of Directors, National/ Country Chapters, State/ Province/ Region/ Area/ Dominion Center Members shall be the participants in annual convention.

In that premises shall arrange Walking Track, Jogging Track, Cycle Track, Swimming Pool, fitness, yoga, Jim, meditation, laughing therapy, Bar and Restaurants, Blood Bank, Dialysis Center, Indoor games, outdoor games, Sports, Arts performing facilities, exchange of experiences, explaining of the problems, seeking solutions, , Health tips, spiritual speeches, Cultural and literary Drama, Songs, and Dances etc. Doctors Consultations, Pathological Tests, Elders Needs, Generic Medicines, Physiotherapy, gym, exercise, Diet advisor, Digital library, Food Court, Open air theater, Auditoriums, Elders Hostel, Elders Guest House etc Also members can participate in ECIF programs like Tours & Travels, Job Melas, Matrimonial Interdictions, Computations, Elders Melas, 24/7 Call Center Services etc, can arrange. Members can attend daily and enjoy Club facilities with some terms and follow the service activities.

Article-XVI
CATEGORIES OF MEMBERS

1.CATEGORIES OF MEMBERS: Each individual member of an Elders Clubs on approval of the Elders Clubs Board of Executives and International Board of Trustees shall be classified into one of the following categories: Active, Affiliate, Advisory, Institutional, Chief patron, Grand Patron, Patron, Associate, Honorary, Adult Couple or Family, Student, Youth, Life, Member-at-large, Privileged Members. Such categories shall have the rights, privileges and obligations as set forth in accordance with the policies of the International Board of Trustees. All categories of members are required to pay such fee (Except Free Category Members like Honorary, Advisory, voluntary Members) as are determined by the Elders Club, and engage in conduct reflecting a favorable image of the Elders Club in their community. Free category members are not eligible to participate in every club activity and program. Club Executive committee will take decision time to time about Free Category member’s participation and methodology in each activity and program. Club executive committee decision is final in this regard.
2. DUAL CLUB MEMBERSHIP: No person (Paid Member) shall not permit to have simultaneously hold membership in two or more Clubs, Compulsion Dual/Multi Club Member, Honorary, Advisory, Chief Patron, Grand Patron, Patron members may have membership in more than one Elders Club.
3. COMPULTION DUAL/MUTI CLUB MEMBERSHIP: International Board of Directors, National/Country Chapter, State/Region/Province/Area/Dominion, District/Multiple District Governing Council Governing Body Members shall eligible to take Elders Club (Regular/Prominent) Dual/Multi Club Membership as a part of their duty to establish a new Club by joining as a paid Member. But he/she will have vote and eligibility of contesting for executive member post from his primary membership Club only.

Article- XVII
FEES AND DUES

1. MEMBER REPORTS: In the manner and within the time prescribed by the Management (International Board of Trustees) each Club shall report to the international office of the Foundation, the names of all new members elected, and shall remit there with such entrance fee of each new member as shall be determined by the International Board of Trustees.
2. MEMBERSHIP DUES: Every paid member should pay their monthly dues before end of every month, half yearly dues on or before 30th September and annual dues on or before 31st March of every year. Out of paid members subscription 25% amount shall be remitted to Elders Clubs International Foundation (ECIF) management Account (communicated by the International Board of trustees). 15% amount shall be remitted to the Elders Clubs International Foundation District/Multiple District Governing Council Account. 5% amount shall be remitted State/ Region/ Area/ Province/Dominion Chapter Account and 5% shall be remitted to National/Country Chapter Account. By any reason District/ Multiple District Governing Council or State/ Region/ Area/ Province/ Dominion Chapter or National (Country) Chapters are not formed or Accounts are not opened then that amount also shall be remitted to “ELDERS CLUBS INTERNATIONAL FOUNDATION” Bank Account/s(Communicated by International Board of Trustees) only. Monthly membership on or before 5th of next month, Half yearly membership dues shall be paid on or before 5th October and 5th April of every year and Annual Membership dues on or before 5th April of every year. If member is not paid his dues in time the Membership will be terminated on the next day of due date, again member may permit with new entry fee only (With the prior approval of the governing body). First membership share amount and entry fee (Total entry Fee shall remit in ECIF Account only. There is no share in one time entry fee for Elders Clubs) shall be remitted within one week from the date of payment/Before reaching member application to the International Board of Trustees. Remaining 50% amount from paid members’ dues shall be remitted to the respective Elders Club (basic, Regular, Prominent) Bank Account from time to time. No person shall keep any Club amount with him/her. Collected money/cheques/instruments shall remit in the Bank on the same day or on the next working day of the Bank. Every paid member shall pay his/her first payment and entry fee in advance at the time of Admission only. The next payment shall be paid according to timely and participation in Club activities and conduct reflecting a favorable image of Elders Club in the community.
3. CARRYING CHARGE: The International Board of Trustees shall be empowered to levy a carrying charge, as it may set from time to time, at a rate not exceeding the maximum amount permitted by law on the arrears/dues of any Club.

Article XVIII
ELDERS CLUBS INTERNATIONAL POLICIES

1. ELDERS CLUBS INTERNATIONAL FOUNDATION POLICIES: Rules of Order and Procedure (a) Unless otherwise provided by the constitution and by-laws, or by local statute or common law, all questions of order or procedure with respect to any meeting or action of the (Foundation), its International Board of Trustees, any committee appointed hereunder, any District or Club (organization), or Committee operating there under, and any Elders Club or organization or committee operating there under shall be determined in accordance with Elders Clubs International Foundation Board of Trustees Rules, as revised from time to time. (b) The International Board of Trustees is empowered to establish, from time to time, Rules of procedure for hearing complaints, disputes or claims arising from provisions of the Constitution and Bylaws, International Board Policy or matters arising at the District or International level. (c) The members of the Clubs (Organizations) shall pursue all complaints, disputes or claims in accordance with the Terms and Conditions of said rules of procedure and agree to be bound by the decision thereof
2.UPGRADING OF THE CLUB: If the organizers of the Elders Club (Basic) wants to upgrade to Elders Club (Day Care) or Elders Club (Day Care) to Elders Club (Regular) or Elders Club (Regular) wants to upgrade to Elders Club (Prominent), shall apply to Elders Clubs International Foundation Management (International Board of Trustees) and follow the time to time instructions. Process will be completed only after receiving a Certificate from the Management.

Article-XIX
MEMBERSHIP CATEGORIES &
BOARD POLICY MANNUAL
.

Types of Members in an Elders Club shall be as follows:1. ACTIVE MEMBER (Paid Member): A member who completed 50 years of age is eligible to seek, if qualified, in this Club and the right to vote on all matters requiring a vote of the membership; and such obligation shall include prompt payment of dues. Every Active member shall pay his/her entry fee and first payment at the time admission only. The next payment shall be paid according to timely and participation in Club activities and conduct reflecting a favorable image of this Elders Club in the community. Active Member shall pay Fees to Elders Club (Basic), Elders Club (Regular), Elders Club (Prominent) prescribed by International Board of Trustees from time to time Half yearly membership fee on or before 30th September and 31st March of Every year and annually fee on or before every year before 31st March of every year in INR or its equivalent in the respective national currency. Active Members shall represent the Club as delegates at District or International Conventions. He/she shall be eligible to hold Club, District or International office, or District or International committee assignment. This membership category shall be included in the Club delegate formula calculation.
2. MEMBER-AT-LARGE (Paid Member): A member of this Club, who shifted from Club area to another place, or because of health or other legitimate reason, unable to regularly attend Club meetings and desires to retain membership in this Club, upon such Member the board of executive members of this Club can confer this status. The status shall be reviewed for each six months by the Board of Executive of the club. A Member-at Large shall not be eligible to hold office or to vote but shall pay such dues as the local Club may charge, which dues shall include District, State, National and International dues. This membership category shall be included in the Club delegate formula calculation.
3. HONORARY MEMBER (Free Member): Honorary Member an individual, not a member of this Elders club, having performed outstanding service for the community or this Elders Club, upon whom this Club desires to confer special distinction. This Club shall exempt the fees from such Member (Free Membership), who may attend the meetings by invitation, but shall not be entitled to any privileges of active membership and voting rights. This membership category shall not be included in the Club delegate formula calculation.
4. PRIVILEGED MEMBER (Paid Member): A member of this Club who an “Elder” not able attend activities of Club often or more years, who, because of illness, infirmities, advanced age or other legitimate reason, as determined by the Board of Trustees of this Club, must relinquish his/her active status. A Privileged Member shall pay such dues as the local club may charge, which dues shall include District, State, National and International dues. He/she shall have the right to vote and be entitled to all other privileges of membership except the right to hold club, District, State, National or international office. This membership category shall be included in the club delegate formula calculation.
5. LIFE MEMBER (Paid Member):
1.Any person who completed 50 years and who seeks life membership may be granted Life Membership in this club upon: (1) recommendation of this Club to Foundation, (2) payment to the Club organization.
2. A Life member has a right to vote on all matters requiring a vote of the membership. To join as a Life member in Elders Club (Basic), Elders Club (Regular), Elders Club (Prominent) shall pay onetime fee (donation) entry fee (Donation) at the time of Admission in advance and time to time any Fee (donation) prescribed by International Board of Trustees or its equivalent in the respective national currency accept to pay and after approval can be a life member in Elders Clubs (Basic/Regular/Prominent),
3. Life membership fee for Couple or Family Members– Two adults living in the same household (who completed 50 years) are eligible to become Adult Couple or Family Life Membership. They can seek LIFE MEMBERSHIP. To join as Adult Couple or Family Life member in Elders Club (Basic), Elders Club (Regular), Elders Club (Prominent) shall pay onetime fee (donation), entry Fee at the time of Admission in advance and time to time any Fees (donations) prescribed by International Board of Trustees or its equivalent in the respective national currency accept to pay and after approval can become Adult Couple or Family Life member in Elders Club (Basic /Regular/ Prominent).
4. A Life Member and Adult Couple or Family life Member shall have all privileges of active membership so long as he/she fulfills all obligations thereof. A Life Member and Adult Couple member or Family Member who desires to relocate and receives an invitation to join another Elders Club (But Basic, Regular, Prominent Club) members can relocate in the same category clubs only) shall automatically become a Life Member of said club. Nothing herein shall prevent this club from charging a Life Member and Adult Couple or Family life member such dues as it shall deem proper. This membership category shall be included in the Club delegate formula calculation. By invitation Adult Couple or Family Members shall represent the Club as delegates at District, State, National and International conventions. He/she (Only one) shall be eligible to hold Club, District, State, National and International Office, or Committee assignment. But Adult Couple or Family members will have only one Vote.
6. ASSOCIATE MEMBER (Paid Member): A member who holds his/her primary membership in another Elders Club but maintains a residence or is employed in the community served by this Club. This status may be conferred by the invitation of the Board of Executives and shall be reviewed annually. The Club shall not report an Associate Member on its Membership Report. An Associate Member may be eligible to vote on club matters, at meetings where he/she is present in person, but may not represent the club as a delegate at District/State/National/ International Conventions or hold any post, nor committee assignments through this Club. Dues shall not be assessed on an Associate; PROVIDED, however, nothing shall prevent this Club from assessing an Associate such dues as it shall deem proper. This membership category will not be included in the Club delegate formula calculation.
7. AFFILIATE MEMBER(Paid Member):
1. A quality individual or any organization/ company/ institution/ corporate of the community who currently is not able to fully participate as an Active member of the Club but desires to support the Club and its community service initiatives can be affiliated with the Club. This status may be conferred by invitation of the Club’s Board of Executives.
2. To join as an Affiliate member in Elders Clubs (Basic/Regular/Prominent) shall pay per organization/ company/ institution/ corporate of the community or per employ entry fee (donation) and half yearly membership fee (donation) or annual membership fee (donation) and any fees(donations) from time to time prescribed by the International Board of Trustees or its equivalent in the respective national currency and after approval can join as a Affiliate Member.
3. An Affiliate Member is eligible to vote on Club matters at meetings where he/ she or one representative from affiliated organization/ company/ institution/ corporate is present in person, but may not represent the Club as a voting delegate at district/State/National/ International conventions/ hold any post any committees, nor committee assignment. An Affiliate Member is required to pay dues of District, State, National, International and such dues as the local Club may charge. This membership category shall be included in the club delegate formula calculation.
8. ADVISORY MEMBER (Free Member): Elders Clubs (Basic/ Regular/Prominent), may invite any respectable persons in the community as ADVISORY MEMBER. They need not pay any fee (Free membership). He/she may attend meetings, but shall not be entitled to any privileges of active membership and voting rights. ADVISORY MEMBERS shall not represent the club as a delegate at District or International conventions. He/she is not eligible to hold any post in Elders Clubs, District, State, National or International committees, nor Assignment. Advisory Member can attend the Club meetings and programs by invitation. This membership category is not being included in the Club delegate formula calculation.
9. ADULT COUPLE or FAMILY MEMBERS (Paid Members): Adult Couple – Two adults living in the same household (Who completed 50 years of age) is eligible to seek ADULT COUPLE or FAMILY MEMBERSHIP. Adult Couple or Family members to join in Elders Clubs (Basic / Regular/Prominent) shall pay entry fee (donation), half yearly or annual membership fee (donation) and any other fesses (donations) prescribed by International Board of Trustees from time to time or its equivalent in the respective national currency and after approval can join as Adult Couple or Family Member in the respective Elders Club. This membership category shall be included in the club delegate formula calculation.
10.INSTITUTIONAL MEMBER(Paid Member): Any organization/ company/ institution/corporate of the community who wants to seek an Active member of the club also desires to support the Elders Club and its community services initiatives and be Institution member with the Elders Club. This status may be conferred by the invitation of the Elders Club’s Board of Executives. An Institutional Member may be eligible to vote. To join as a Institutional Member shall pay per organization/ company/ institution/corporate of the community or per employ entry fee (donation), half yearly or Annual Membership fee (donation) and any other fees (donations) prescribed by International Board of Trustees from time to time or its equivalent in the respective national currency and after approval can join as Institutional Member in the respective clubs.
Institutional Member will have only one vote in Club matters at meetings where one representative (Who completed 50 years of age) from member organization/ company/ institution/ Corporate present in person, also represent the Club as a delegate at District, State, National and International conventions. He/she (One representative) shall be eligible to hold any post in Elders Club, District, State, National and International offices, committee assignment. An Institutional Member shall pay District, State, National, International and such dues as the local Elders Club may charge. This membership category shall be included in the Elders Club delegate formula calculation. Institution member employs/members can participate with in Elders Club activities.
11. STUDENT MEMBER: Any student below 20 years of age can join as a STUDENT MEMBER. He/she may attend meetings, but shall not be entitled to any privileges of active membership and voting rights. STUDENT MEMBERS shall not represent the Club as a Delegate at District or International Conventions. He/she shall not be eligible to hold any post in Elders Club, District, State, National and International Office, nor Committee assignment. This membership category shall not be included in the Elders Club delegate formula calculation. They can contribute voluntarily by cash and kind according their capacity. Also they shall spare some time for Elders Club.
12. YOUTH MEMBER: Any person in between 18 to 50 years of age can join as a YOUTH MEMBER. He/she may attend meetings, but shall not be entitled to any privileges of active membership and voting rights. YOUTH MEMBERS shall not represent the Elder Club as a delegate at district, State, National or International conventions, nor hold any post or committee assignment. This membership category shall not be included in the Elders Club delegate formula calculation. They can contribute voluntarily by cash and kind according their capacity. Also they shall spare some time for Elders Club.
13. VOLUNTARY MEMBER (Free Member): Any person (Man/Women) who completed 50 years of age and not in a position to pay any fee but can spare some time to the Club Activities can seek Voluntary Membership. It is Free Membership. VOLUNTARY MEMBERS shall not represent the Elders Club as a Delegate at District, State, National or International conventions. He/she shall not be eligible to hold any post in Elders Club, District, State, National or International Office, nor Committee assignment. This membership category shall not be included in the Elders Club delegate formula calculation.
14. CHIEF PATRON (Paid Member): The person or Institution/ Company/Corporate/Organization can seek Chief Patron. To join as a Chief Patron in Elders Club (Basic/ Regular/ Prominent) shall pay onetime fee (donation) prescribed by International Board of Trustees from time to time any fees (donations) or its equivalent in the respective national currency shall pay and after approval can join as Chief Patron in the respective Elders Club.
On behalf of Chief Patron one person can present in all Elders Club activities; also represent the Elders Club as a Special delegate at district, State, National or international conventions without voting right. He/ She shall not be eligible to hold any post in Elders Club, District, State, National or International offices, nor committee assignment. Elders Clubs may put the chief patron’s name or their suggestive name for the structures/ projects/ committees/ programs/ vehicles/ equipment’s etc
15. GRAND PATRON (Paid Member): The person or Institution/ Company/Corporate/Organization can seek grand patron. To join as a Grand Patron in Elders Club (Basic/ Regular/ Prominent) shall pay onetime fee (donation) prescribed by International Board of Trustees from time to time any fees (donation) or its equivalent in the respective national currency shall pay and after approval can join as Grand Patron in the respective Elders Club.
On behalf of Grand Patron one person can present in all club activities; also represent the Elders Club as a delegate at District, State, National or International conventions without voting right. He/ She shall not be eligible to hold any post in Elders Club, District, State, National or International offices, or committee assignment. Elders Clubs may put the grand patron’s name or their suggestive name for the structures/ projects/ committees/ programs/ vehicles/ equipment’s etc
16. PATRON MEMBER (Paid Member):

To join as a Patron member in Elders Club (Basic/ Regular/ Prominent) shall pay onetime fee (donation) prescribed by International Board of Trustees from time to time any Fees (Donations) or its equivalent in the respective national currency shall pay and after approval can join as Patron Member in the respective Elders Club.
2. On behalf of Patron one person can present in all Club activities; also represent the Elders Club as a delegate at district, State, National and International conventions without voting right. He/ She shall not be eligible to hold any post in Elders Club, District, State, National or international offices, or Committee assignment. Clubs may put the patron’s name or their suggestive name for the structures/ projects/ committees/ programs/ vehicles/equipment’s etc

Article-XX
ADVISORY COMMITTEES:

1. The Advisory Committee shall advice and counsel on important matters related to the achievement of the Foundation aims and purposes. The advisory Committees can be formed at different levels, like Management (International Board of Trustees), International Board of Directors, National (Country) Chapter, State/Province/ Region/ Area/ Dominion Centers, District Governing Councils and all the charted Elders Cubs levels. With the advice and recommendation of International Board of Directors and local chapter/center/council/clubs, the local committee shall submit to their respective Committee a draft of the work plan for each coming fiscal year; this plan shall include detailed explanations of all activities. The Advisory Committee shall have the right to make suggestions with respect to the activities.
2. The Advisory Committee shall submit its recommendation on the work plan to the local committee. Local committees shall submit those reports with their comments in the next meeting and submit to the higher committee; finally it should reach to International Board of Directors. The Board of Directors with their recommendations shall submit to the International Board of Trustees.
3. The Advisory Committee may request information about any project that is currently underway.
4.An Advisory Committee meeting shall be convened by the Executive Committee of the local committee or at least half of the members of the Advisory Committee so request; Local Executive committee members of may attend if they so desire. In each meeting the members shall elect one member to Chair in the meeting and authenticate the decisions of the meeting.
5. The Advisory Committee shall consist of minimum three members and maximum thirty (30) members who shall be appointed for one year by the International Board of Trustees in consultation with local Governing Body. Every advisory committee will have one Chairperson (In charge of that committee), one Deputy Chairperson, and one Assistant Chairperson.
6. Membership on the Advisory Committee shall be honorary without any honorarium.
7. The Advisory Committee or any of the Advisory Committee Members may be removed or terminated by the International Board of Trustees whenever it is necessary. New Advisory Member/s or Committee may be constituted by the International Board of Trustees with the help of local Governing Body.

Article-XXI
STANDING AND MONITARING COMMITTEES

1. STANDING COMMITTEES:
The International Board of Trustees with the help of local Governing Body will appoint the following Standing Committees and Monitoring Committees on each stage (Like International Board of Directors, National/Country Chapter, State/ Province/ Region/ Area/ Dominion Centers, District Governing Councils and all the Elders clubs levels). Each Standing Committee shall be formed with a Chair person (In charge of that committee), Deputy Chair person, Assistant Chairperson and up to seven members according to availability of interested members. Chair persons and members of Standing Committees shall have knowledge and interest on that subject otherwise the higher level executive bodies shall take responsibility to arrange proper training and guidance. Chairpersons and Members should work hard and resolve/find out problems and solutions with the help of higher-level Committees and Executive bodies. Each of which shall report to said Board at its regular meetings:

(f) Leadership Development Committee

Article-XXII
MONITARING COMMITTEES

STRUCTURE: The International Board of Trustees with the help of local Governing Body shall appoint the following Monitoring Committees on each stage (Like International Board of Directors, National (Country) Chapter, State/ Province/ Region/ Area/ Dominion Centers, District/Multiple Governing Councils and all the Elders Clubs levels). Monitoring Committee shall be formed with a Chair person, Deputy Chairpersons, Assistant Chairpersons and up to seven members according to availability of interested members.
2. Chairpersons and members of Monitoring Committees shall posse’s knowledge and interest on that subjects otherwise the higher level executive bodies shall take responsibility to arrange proper training and guidance. In charge and Members should work hard and resolve/find out problems and solutions with the help of higher-level Committees and Executive bodies. Each of them shall report to said Board at its regular meetings:
MONITORING COMMITTEES:

1. LEGAL, ADVOCACY & COUNSELLING COMMITTEE: Any legal problems/ counseling needs belonging to Members/ Community/ Club shall attempt and try to resolve with the help of higher committees and report in next meeting is the responsibility of this committee.
2.FITNESS COMMITTEE: Walking, jogging, yoga, gym, exercise, Meditation, Cycling, Laughing Therapy, Massage, physiotherapy, Speech therapy, Hearing Therapy, Oil Therapy, etc must be monitor by monitoring Committee.
3.HEALTH COMMITTE : Health camps, First aid Services, Doctors consultation, Pathological Tests, Eye operations, ENT consultations, Generic Medicines supply, artificial limbs fitting, dialysis, Doctors advises, Ambulance services, Blood, Operations, Bedridden patient services, Hospital services, Heath records, maintenance, organ donation, Palliative care, Accident and emergency cases etc must be monitor by monitoring committee.
4.RESPECTABLE CREMATION COMMITTEE: Member who dies, his/her dead body shall be brought to Elders Clubs premises/Any other place decided by Club Officials in consultation with Family Members and pay honors and joining as many as members in the procession and make respectable and memorable cremation.
5. GROUP INSURANCE AND HEALTH INSURANCE COMMITTEE: This committee will look after on nominal and Reasonable charges make group insurance and health insurance availability
6. ELDERS NEEDS, ITEMS REPAIR AND MAN POWER ASSISTING COMMITTEE:
A.ELDERS NEEDS: walking sticks, walkers, diabetic items, wheel chairs, diapers, bed rests, air beds, Belts related spinal, back supporting, neck supporting, joint supporting, nee supporting , toilet chairs etc, must be look after by the Committee.
B. REPAIRS: Eye glasses and frames, watches, mobiles, two wheeler and four wheelers repairing and tires and tubes punchers etc
C. MANPOWER: Drivers, plumbers, painter, carpenter, Bedside assistants, Nurses, cooks, servants, maids, Meson, elderly required materials with quality and reasonable price shall be made available by this committee
7. BILLS PAYMENT COMMITTEE: Electricity bills, Mobile phone, land line phones bills, credit card payments, water bills, property taxes, municipal taxes, insurance payment, and installments payment etc making on online and offline methods dealing committee.
8. EVENT MANAGEMENT COMMITTEE: Small and big meetings, conferences, press conferences, lunch and dinner arrange mints, boarding lodging hotel booking etc looking committee.
9.TOURS AND TRAVAL COMMITTEE: Picnics, Excursions, Holiday Tours, Religious Tours, Spiritual Tours, Temples Tour, Medical Tourism, cultural tourism, foreign tourism etc and other travel needs, Air, Train, Bus, Cruse ticket bookings on discount rates, guides arrangement, transport, food, shelter, hotel booking etc. shall be taken care right from starting to safe return by this Committee.
10. COMPANIONSHIP COMMITTEE: Above 50 years aged persons who are living alone eligible man and women can take help of this committee in interdicting suitable match to marry. Also help in making legal agreement for contract marriages/Companionship. For more aged and bedridden lonely elders arrange the service oriented persons to spend some time with them and create confidence and hope among them. Work on ending isolation.
11. SAVINGS AND INVESTMENT ADVISORY COMMITTEE: How to make safe and wise investment. How to save money in government organizations, Banks, post offices and safe bonds, insurance schemes can be explained to the Elders and protect them from cheating companies, is the motive of this committee.
12. EMPLOYMENT, SELF EMPLOYMENT AND SKILL DEVELOPMENT COMMITTEE: Above 50 years aged people who are eligible, qualified and fit for part time and full time jobs and self employment needs helping committee. This committee must arrange some skill development training programs with the help of governments and NGO and corporate.
13. GOVERNMENT BENEFITS MONITARING COMMITTEE: With the help of pensioners associations, retired employs associations and government agencies can help in getting retired employs pensions, P.F, Gratuity, arrears, insurance climes, ESI facilities etc. Also Government providing eligible elder’s pensions, other government benefits, discounts, additional interests, income tax benefits etc can monitor this committee.
14. PROPERTY MAINTENANCE COMMITTEE: Members belongs properties, fields, houses, open plots, Form houses, commercial properties of Members etc can be protected and rents, income can be collected and put in Elders Bank Accounts, to arrange reverse mortgage loans in all these activities can be undertaken by this committee.
15.SECOND HAND ITEMS COLLECTION/ RECEIVING AND DISTRIBUTION COMMITTEE: Books, unused medicines, Hearing aids, hand sticks, walkers, wheel chairs, cloths, bed sheets, swatters, rain coats, Mobiles, umbrellas, eye glasses and frames and collect un used foods from hotels and functions and distribute to poor and needy Elders.
16. JOINT ACTION COMMITTEE (JAC) : Joint Action Committee will unite Senior Citizens Welfare Organizations under Elders Clubs International Foundation. Existing Central and State Pensioners associations, Retired employs and persons associations, senior citizens welfare organizations, Walker Clubs, old age homes etc and form United Joint Action Committee to make better development of poor and needy elders. JAC shall work to bring more Acts in protecting the Senior Citizens. To get more help from central, state and local governments.
17. VETERANS SPORTS, GAMES AND TALENT ENCOURAGING COMMITTEE: This Committee will create opportunities to veteran Sports Men and Games Men, Talented elders to participate in local, State, National and International events and win the medals. Other talented Elders can achieve Guinness Book of world Record, Indian Book of Records, Limca Book of Records, Elders Book of Records, Asia Book of Records, and Golden Book of World Records etc. Elder’s talent can be shown in TV channels, you tube and web channels and by participation in radios and FM Radios. Elders interested in Education can encouraged for higher studies and doctorate.
A. INTELELLECTUALS: Intellectuals can share their experience through these committees, creating platforms’. This committee will encourage and help the Writers poets, artists in publishing news papers and e-books.
B. Awards and felicitations: This Committee recognizes talent in the members and Elders help in getting Awards, Rewards, Felicitations and Appreciating committee. The members birth days and marriage days and important days can be celebrated in meetings and conferences of clubs. Such other committees as may be necessary for the transaction of the business of the Foundation
18. CHILDREN AWAY PARANTS MONITERING COMMITTEE: Children in foreign Country and other places are working, sometimes parents are missing communication. Parents may not express their problems to the Children. In some cases Council ling is necessary to bring harmony in between them. This Committee will monitor Gifts, money Transfer and exchange photos and videos etc.
19. ELDERS HOMES MONITORING COMMITTEE: This committee shall monitor Elders Homes, Hostels, Day Care Centers, and Elders Stay Home Centers. This Committee will assist the elders in getting facilitated Homes with all amenities. Also Committee assists to elders in getting admission in reasonable, comfortable Hostels, Day Care Centers, and Elders Stay Homes etc.
20. WAKEUP CALL & COMMUNICATION COMMITTEE: This committee will make arrangement to give wakeup call, Birth day, marriage day, other important days reminding and convey the best wishes to the members in every day/occasionally/very frequently.

Article-XXIII
INTELECTUALS COMMITTEES

1. FORMATION OF INTELLECTUAL COMMITTEES: Intellectual Committee shall be formed with a Chair person, Deputy Chairpersons, Assistant Chairpersons and up to seven members (according to availability of interested members). Chairpersons and members of Monitoring Committees shall have knowledge and interest on that subject otherwise the higher level executive bodies shall take responsibility to arrange proper training and guidance. In charge and Members should work hard and resolve/find out problems and solutions with the help of higher-level Committees and Executive bodies. Each of which shall report to said board at its regular meetings:

Article-XXIV
AMENDMENTS

1. AMENDING PROCEDURE:
1. The Constitution and By-laws may be amended only at an international convention by amendment reported by the Committee on Constitution and By-Laws at such annual meeting and adopted by the affirmative vote of the majority of the certified delegates voting at such meeting.
2. NOTICE: Notice of any proposed amendment must be published in “ELDERS WORLD” Magazine, or other official publication of the Foundation, at least thirty (30) days prior to the convention at which it is to be voted upon.
3. EFFECTIVE DATE: The Constitution and By-Laws shall become effective upon the adjournment of the international convention at which the same is adopted, unless such amendment shall express a later effective date.

Article-XXV
REVOCABLE CLAUSE

1. REVOCABLE CLAUSE: The Foundation Constitution and By-Laws is revocable in all the matters except the Article VII. Any Article or any clause of the said Foundation Constitution and By-laws in case of need in the interest of beneficiaries and overall interest of the Foundation if majority number of Trustees on the recommendation of International Board of Trustees/International Convention on the basis of Elders clubs or National/Country Chapters, State/ Regional/ Province/ Area/Dominion Centers or District Governing Councils/Multiple District Governing Councils or Elders Clubs or Advisory Committees or Standing committees or Monitoring Committees or Intellectual Committees recommendations as per Constitution and By-Laws.

                                       

Article-XXVIII       
ANNUAL SETTLEMENT

1. A statement of assets and liabilities, and a report on the fulfillment of the Trusts aims and purposes, shall be Annual settlement Report.

Article-XXX
LEGAL JURIDICTION

1. All the Disputes if any shall be within the jurisdiction of Hyderabad. No suit or other proceedings shall be filed in any Court of law except the competent Courts having jurisdiction within the local limits of HYDERABAD only.
